Description

The position of State Director-Bilingual Education/ELA is for use in the public education system in the U.S. Virgin Islands.  This is a 12-month position.  State Director reports directly to the Deputy Commissioner of Curriculum and Instruction and is responsible for planning, implementing, monitoring, and managing the Bilingual Education English Language Acquisition Programs (ELA) in the Territory.   Contacts are primarily with State and district-level bilingual/ESL education personnel, curriculum coordinators, school administrators, bilingual education coordinators, teachers, students, parents, and the community at large.  The primary purpose of the contacts is to provide information, assistance, and support, gather information and make recommendations for improving the programs.

 

Duties and Responsibilities

  • Monitors and evaluates for Department’s local and federal compliance with approved bilingual program activities;
  • Plans and develops operating procedures and policies, which support the goals and objectives of bilingual education;
  • Coordinates staff development activities, workshops, and community programs to enhance bilingual educational services;
  • Disseminates information on federal mandates, regulations, and guidelines for bilingual education.
  • Plans long-term training goals and objectives to increase bilingual education/program effectiveness;
  • Compiles statistical data on students who are English language learners;
  • Monitors all phases of instruction for language minority students in compliance with federal and local laws;
  • Prepares and coordinates State Operational Plan;
  • Assumes fiscal responsibility for the State Office of Bilingual Education/ELA;
  • Reviews research on effective bilingual education program components;
  • Conducts in-service training for Bilingual/ESL Education District Coordinators, school administrators, and others as required;
  • Ensures annual administration of the language proficiency assessment of English language learners;
  • Performs other related work as required.

 Minimum Qualifications

  • Master’s degree from an accredited college or university in bilingual education, English as a second language, or other related areas; AND;

     

  • At least five (5) years teaching experience, two (2) of which must have been in a supervisory capacity.

     

Position Factors

 

FACTOR 1 – KNOWLEDGE REQUIRED BY THE POSITION

Ability to work effectively, cooperatively, and harmoniously with agency staff, public and groups as well as individuals;

Ability to research, compile data, and write reports;

 

Ability to plan and develop curriculum;

 

Ability to express oneself clearly and concisely, both orally and in writing, in both Spanish and English;

 

Must be bilingual, to understand and speak the language of the students.

 

FACTOR 2 – SUPERVISORY CONTROLS

The State Director works under the direct supervision of the Deputy Commissioner of Curriculum and Instruction.  Work is viewed and evaluated directly through researched documents and reports, observations, monthly reports, annual reports, annual performance evaluations, and annual program evaluations.

FACTOR 3 - GUIDELINES

Federal and local guidelines for the administration of the State Operational Plan, the English Language Acquisition Programs, and the expenditures of funds must be followed.

FACTOR 4 - COMPLEXITY

Work is intellectual and varied in context.  The State Director consistently exercises discretion and independent judgment, utilizing various mental skills such as the ability to interpret complex data and ideas.

FACTOR 5 – SCOPE AND EFFECT

The scope of the work to be performed by the State Director is far-reaching, impacting the English language learner students from Pre-K through grade 12.  Formulates short and long-range plans and identifies goals for continued development and implementation of Departmental programs.

FACTOR 6 – PERSONAL CONTACTS

Contacts are primarily with educational personnel at the district and state levels, to include the Deputy Commissioner of Curriculum and Instruction, the Insular Superintendents, the District Directors of Curriculum and Instruction, the Commissioner of Education when necessary, and subject area coordinators.  Additionally, the position requires contact with principals, chairpersons, teachers, students, parents, and the community.

 

FACTOR 7 – PURPOSE OF CONTACTS

To plan, develop and implement programs and policies affecting English language learner students in the public schools in the Territory.  Disseminate information and articulate progress to all parties concerned with and affected by the English Language Acquisition Program.

 

FACTOR 8 – PHYSICAL DEMANDS

There are no strenuous physical demands placed on this position.  Air travel within the Territory and travel to the mainland to attend workshops and seminars are required, in addition to driving to various schools and activity centers.

 

FACTOR 9 – WORK ENVIRONMENT

Work is performed in a smoke-free, drug-free, and clean office setting with a computer workstation/laptop computer and a telephone.
